Senior HSEQ Advisor

OCS Recruitment is currently recruiting a Senior HSQE Advisor on behalf of a leading contractor to oversee and manage Health & Safety, Quality and Environmental (HSQE) requirements across a portfolio of projects.
Reporting to the HSQE Manager, the Senior HSQE Advisor will play a key leadership role in driving HSQE performance, supporting project teams, and ensuring full compliance with company systems, client requirements, and statutory obligations. The role also involves managing and mentoring a team of HSQE professionals across the assigned project portfolio.
Key Responsibilities
  • Act as the primary point of contact for all HSQE matters across the assigned portfolio of projects
  • Ensure the Integrated Management System is effectively implemented, monitored, and continuously improved
  • Support projects from setup stage through development and implementation of Construction HSQE Plans
  • Build strong working relationships with senior management, project teams, delivery teams, and clients to ensure effective collaboration on HSQE matters
  • Ensure Construction Stage Management Plans (including PSHP, CSSHP, QMP, CEMP, etc.) are developed, implemented, and monitored
  • Liaise closely with Group HSQE, Quality, and Sustainability functions to ensure alignment with company and regulatory requirements
  • Manage, support, and mentor HSQE team members to ensure effective coverage and performance
  • Act as a Subject Matter Expert (SME) for high-risk activities, providing guidance, training, and support to operational teams and subcontractors
  • Develop and maintain a comprehensive training matrix, ensuring all training is identified, scheduled, and recorded appropriately
  • Ensure all incidents and utility strikes are thoroughly investigated, with reports completed and uploaded to the incident management system
  • Ensure all personnel, including subcontractors, receive the required project and company inductions
  • Coordinate HSQE stand-downs, initiatives, and campaigns in line with company and client requirements
  • Participate in client site visits, audits, inspections, and HSQE meetings
  • Promote hazard identification and reporting processes, ensuring strong engagement and participation across projects
  • Develop and promote a reward and recognition programme for proactive HSQE engagement
  • Ensure toolbox talks are developed, delivered, and recorded, including participation in industry safety schemes
  • Ensure audits are carried out efficiently and corrective actions are closed out in a timely manner
The Candidate
  • Relevant Health & Safety qualification (Diploma or Degree) or equivalent
  • Minimum 7-10 years' experience in a HSQE management role
  • Experience in civil engineering or utilities projects is highly desirable
  • Full clean driver's licence essential
  • Strong technical and analytical skills with proven report-writing ability
  • Ability to work independently and collaboratively across multidisciplinary teams
  • Excellent communication and stakeholder management skills
  • High level of IT proficiency, particularly in MS Office, Excel, and PowerPoint
