Health & Safety Manager - Major Infrastructure Project (Dublin Airport)


OCS Recruitment is delighted to partner with a highly respected infrastructure contractor to appoint an experienced Health & Safety Manager for a flagship project at Dublin Airport. This is an exceptional opportunity to take a senior leadership role on a high-profile, complex programme of works that will help shape the future of Ireland's aviation infrastructure.
 
As Health & Safety Manager, you will play a pivotal role in driving a proactive safety culture, providing expert guidance to design and construction teams, and ensuring full compliance with all statutory requirements throughout the project lifecycle. Reporting directly to the Project Director, you will be a visible leader who champions best practice and safeguards the wellbeing of everyone involved in this critical project.
 
Key Responsibilities
  • Develop and implement project-specific health, safety and wellbeing strategies and objectives.
  • Provide expert guidance on company and project health & safety policies, ensuring minimal disruption to airport operations.
  • Support design and construction teams with safe systems of work, risk identification and risk reduction planning.
  • Carry out duties under PSDP and PSCS regulations, including preparation and oversight of Safety and Health Plans.
  • Drive workforce engagement through training, consultation and competency development.
  • Lead and mentor the project Health & Safety team, encouraging continuous improvement and professional growth.
  • Produce accurate health & safety performance reports and manage internal and external compliance audits.
  • Conduct thorough incident investigations and ensure lessons learned are embedded across the project.
  • Assess supply chain competence and maintain up-to-date training and competency matrices.
  • Liaise with regulators, airport authorities and other key stakeholders.
  • Manage health & safety budgets where required.
Requirements
  • Minimum 10 years' experience in construction health & safety management.
  • Legal right to work in Ireland and ability to complete a 5-year background screening.
  • NEBOSH Diploma (or equivalent) and IOSH membership.
  • At least 3 years' experience in an airside environment.
  • Full EU/ROI driving licence and a valid Safe Pass.
  • Strong stakeholder engagement, communication and problem-solving skills.
  • Experience working with ISO 45001, ISO 9001 and ISO 14001 systems.
  • High proficiency in Microsoft Office applications.
  • Demonstrated experience in audits, risk assessments, method statement reviews and emergency planning.
